Notes
This version of URP has a bug that causes the MSAA setting to be ignored. This means that projects built with this configuration do not have any anti-aliasing, causing very jagged visuals. There is a workaround described in this bug report:
https://issuetracker.unity3d.com/issues/oculus-quest-oculus-go-urp-msaa-isnt-applied-until-eye-textures-are-relocated-by-changing-their-resolution
Note that Unity will frequently overwrite the updated file, so you may need to apply this workaround every time you want to build a new APK.
